ReadASCII: consolidate functionality

Description
Currently the DB file used to access readascii functionality is not common, there is one in the readascii module for testing and then the eurotherm, triton, ITC and potentially hifi mag have their own DB files for calling it. This ticket should look to:
- create a common DB file usable by all of the above
- look at removing any forward links to "I/O Intr" records as I don;t believe these are guaranteed to always work
- Potentially split reading and ramping into separate sections as per suggested in #2649
