clear in motion flag of non running iocs

As a user I would like failed motion from no longer running iocs to not keep "in motion" active. If an IOC has failed to start a motor moving and is then stopped it can leave its "in motion" component of the db calc set to 1 which then needs to be reset manually to clear the global in-motion flag. Got caught by this on IMAT just now. Not sure if adding this to the "stop all motion" button or a separate monitoring loop is best, maybe the latter.
