Muon Front End: Kicker and Separator Monitoring and Setting

As an instrument scientist on the Muon beamlines, I would like to be able to monitor and set things relating to the Kicker and Separator remotely and to receive alarm statuses when things are not working in an expected manner.

**Acceptance Criteria**
1. The tickets related to this one are all complete (the work for each aspect will be specified in other tickets)

1. There are Nagios warnings for items as appropriate
1. The TPG300s have been configured in IBEX and are available

**Notes**
1. The hardware to implement this has been considered and acquired, and there is information available to test with on the whole (still awaiting a chassis)
1. Some of the work has to be undertaken with reference to other teams (A Sanders for interactions with the HV and PLCs, S Patel for reference to the vacuum and TPG300s)
