Raise errors for undefined macros

As a developer and user I would like to know when IOCs are not given all the macros they require at runtime. We should write something to make sure that undefined macros cause a noticeable error on the IOC (either through the system test framework or by killing the IOC when it has undefined macros). Note that this may cause a lot of errors currently but we should write the test and then correct where the errors are occurring.
