Create global SIM and DISABLE db

As a developer I want to reduce copy/pasted code. All IOCs should have SIM and DISABLE records so it will be easier to import them from a central utilities db, rather than copy them individually. I should be able to remove the line that adds the utilities db if it doesn't make sense with the IOC that I am building.
