ZOOM: Allow the encoder only axis to run without any errors [TIMEBOX: 1d]

As an instrument scientist, I do not want my encoder only axis to provide me with stall errors.

**Acceptance Criteria**
1. Moving the PGC on ZOOM does not lead to motor B providing errors

**Notes**
1. Need to verify what is triggering this error
1. Need to find an appropriate solution, e.g. setting EDEL to a massive value might solve the problem, or we might need to develop a new type of interaction that allows for readback only on a motor
1. Discovering the root cause of the issue, and deciding on an appropriate solution are both parts of this ticket
