ReadAscii: Split the ramping and the file reading

As a developer I would like readascii to be more maintainable. Currently the readascii driver not only reads a file but also performs some ramping based on the file. Separate it into the ramping and the reading, making both as reusable as possible. Note that #651 also does a similar ramp and we should make sure there is as much code reuse as possible.
