Description

Currently the alarm LEDs on the MUONFE OPI are unclear.

From James Lord:

As for the alarm states and LEDs: yes, make it clearer what the LED means, and keep it consistent across different flavours of IOC. If once the IOCs are updated we have alarms on the readback, there's a useful distinction between "running, but the value isn't what we intended", "turned off because of interlock", "intentionally turned off" and "no response, presumed dead".

We should at least make sure that the LED encompasses all possible alarms (i.e. interlock on too) then let the user drill down to see other possibilities.
