GUI: Add drop down for runcontrol on mbbi/bi records

As a user I would like to be able to set runcontrol on bi/mbbis by selecting the allowed value from a dropdown of options.

It is already possible to set run control on a bi/mbbi by setting the low/high limit to be the value that is allowed. e.g. if off=0 and on=1 i can set runcontrol to be low=1, high=1 to pause when not on. However, this isn't intuitive for the user, instead I should be presented with a drop down saying on or off.
