More information from synoptic component tooltips

As a user, I want to see more information in the tooltip for a synoptic component so that I can see a summary of the component before opening its corresponding OPI.

At the moment, the tool tip for a synoptic component gives the component name. This is useless functionality since the name is already displayed below the component. At the September round of training, it was suggested that it would be useful to get a summary of the component information on hover to give a more detailed picture of the component. This information might contain:

- Component name
- Component type
- Target details
- Macro values

This would be especially helpful where the name is insufficient to distinguish components and as a reminder which IOC a component might relate to.

- [ ] When I hover the mouse over a synoptic component, a tool tip appears that provides a summary of the component that allows me to understand its full function.
