Description
As a scientist, I want to know whether the Fermi Chopper is positioned in or out of the beam, so that I know whether it is safe to operate the Fermi Chopper.
#### Acceptance Criteria
1. I can see the current position of the Fermi Chopper Lift.
1. If the Fermi Chopper Lift has positioned the Fermi Chopper "in the beam", I can operate the Fermi Chopper.
1. If the Fermi Chopper Lift has positioned the Fermi Chopper "out of the beam", I can not operate the Fermi Chopper.
#### Notes
1. The Fermi Chopper Lift positions the Fermi Chopper "in the beam" or "out of the beam".
1. The Fermi Chopper Lift is controlled by a PLC. We need to determine how we can interact with the PLC and how much information the PLC can provide.
1. We may need to make further modifications to the Fermi Chopper IOC in the light of what we discover about the PLC.
