IOC Log improvement: Consider other technologies for the IOC Log

As an IBEX developer I find the current log server and database frustrating to use and maintain, other solutions might exist that would undertake these functions in a better fashion, I want to look into them.

**Acceptance Criteria**
1. A review of other logging mechanisms is undertaken
1. A recommendation is made, and tickets created to either implement a new system or to improve the current system further

**Notes**
1. There are a number of technologies out there that can do this, one to consider at time of ticket writing is InfluxDB
