IOC: Chopper phase can not be set to 16.66

Description
As an instrument scientist I need to set the phase on my MK3Chopper but I can not see the range of possible values. So when I tried to use 16.66 I get:
```
using g.cset(freq6=16.66) does not cause the chopper to change. The IOC log shows a message "Incorrect Speed Request" from MK3CHOPR_01.
```
This is not replicated in the simulator. What we need is a drop down on the OPI to show possible speeds, the speeds are returned in `MK3CHOPR_01:CH1:VALIDFREQS`. If possible it would be nice to improve the error message to give a list of possible phases.
