Description

As a POLREF scientist, it would be useful to have a way to "activate" components without unparking them, so that individual axes can be moved but parked status is maintained.

Example: SM parking position is not quite right, scientists need to move it slightly further out of the way. This may be measurement specific rather than mode specific.

There is a workaround which is set component to IN but set SPs for all parked axes to the desired park position manually. (may be a bit cumbersome)

### Acceptance Criteria:
There is a way to force axes on a given component to move even when this component is parked.
