Reflectometry: OPI: User and Advanced panels

As a reflectometry user, I would like to have a simplified version of the reflectometry OPI to make it easier to use.

Split the reflectometry OPI into a "basic" and "advanced" version, catering to user and instrument scientist needs respectively.

Acceptance Criteria:
- Basic OPI: Each parameter should just have an RBV and SP, and there is only the general "move all" button.
- Advanced OPI: Each parameter (including sample stack and slit gaps) should have RBV, SP:RBV and SP values as well as an individual Move button. (This requires ISISComputingGroup/IBEX#4517)
- ~Advanced OPI may require re-thinking the layout to make better use of the available space.~ This is now the default OPI
