Description
We need the ability to set the time-channel boundaries used by the histograms in `kdaediag`.
These may be different boundaries from any boundaries which are used by e.g. filewriter, so this setting is local to `kdaediag`.
We need:
- PV(s) that a user can set to change the desired set of TCB boundaries (when a run is not in progress)
- Logic changes to use those TCBs when histogramming
