Description
DS's core package hasn't build the grid system yet.
We need to borrow [Bootstrap](https://getbootstrap.com/docs/4.0/layout/grid/)'s grid system into our [grid partial](https://github.com/IRCC-ca/ds-sdc-doc/blob/69e16c9bb0fd4ae00c9abcb6b643e028271f0412/src/scss/_grid.scss) to allow for fellow page build.
