Feature Request/Idea: Let the users change the "publisher" metadata of a dataset

Description
As I mentioned here, users with permissions to update the metadata of a dataset, should be able to change the publisher metadata.
Dataverse shows the :InstallationBrandName as publisher in the Meta tag DC.publisher and the publisher property of the JSON-LD of every dataset.
Say there is a Dataverse installation that have multiple institutions as Dataverses collections, the datasets of each institution should have as publisher the institution name instead of the :InstallationBrandName... right now this is not happening.
The institution should be the publisher because the dataset belongs to it.
Also, this is affecting the information harvested by Google Data Search and Datacite Commons in said cases.
