Overview of the Feature Request
It would be nice to delete a metadata block with no data associated with it.

What kind of user is the feature intended for?
(Example users roles: API User, Curator, Depositor, Guest, Superuser, Sysadmin)
API User, Dataverse Admin

What inspired the request?
Currently, I'm testing the customization of the metadata and I can't delete a metadata block (for e.g if there is a mistake in my testing)

What existing behavior do you want changed?
Ability to delete a metadata block.

Any brand new behavior do you want to add to Dataverse?
