Overview of the Feature Request
We recently updated our user policies, and an astute new user has reported to us that the boilerplate text mailed to new users is now incorrect according to our policies (specifically, it encourages new users to add data, which our updated user policies may or may not allow depending on affiliation. We would like for this text to be editable without having to manually edit Bundle.properties after each warfile deployment.
