Dataset's "Description" metadata isn't always truncated and link to truncate text disappears after clicking Tree view

What steps does it take to reproduce the issue?

When does this issue occur?
- After saving a dataset that has both:
- Text in the citation metatablock's Description field that's long enough that the page truncates the text and shows the "Read full Description [+]" link and
- Files in a directory structure, which causes the page to display the "Change View" buttons in the Files tab
- When toggling between the "Table" view and the "Tree" view of files in a dataset that also has text in the citation metatablock's Description field that's long enough that the page truncates the text and shows the "Read full Description [+]" link
- After saving a dataset that has both:

- The dataset page, when viewing a draft or published dataset version

What happens?
- The Description metadata is shown in an uncollapsed state, even when the text was collapsed before the file view was changed (to the "Table" view or to the "Tree" view). In some cases, the link to collapse the text doesn't appear.

What did you expect to happen?
- After the dataset version is saved, the Description metadata is shown in a collapsed state, similar to how the Description metadata is shown in a collapsed state after people save datasets that do not have files in a directory structure
- When users switch between the "Table" view and the "Tree" view, the collapse/uncollapse state of the Description metadata isn't changed, similar to how the collapse/uncollapse state of the Description metadata isn't changed when people click on the "Metadata", "Terms", and "Versions" tabs.

We can experience the bug by looking at the dataset at https://doi.org/10.7910/DVN/RMAGSH. The Description text is collapsed/truncated. But when you click on the Tree view, the Description text is no longer truncated and the link to truncate the Description text isn't on the page.
