Description

Overview of the Feature Request
Add the embargo option in the Edit menu in the upload screen to improve embargo adoption and ease the use of this new feature.

What inspired the request?
One user felt that embargo was hard to find and counterintuitive. In support of this, I just realized that, while the "restrict/unrestrict" options are available in the "Edit" menu as soon as the files have finished uploading, the embargo is not available before the user has clicked on the "Save changes" button, then come back on the dataset landing page.

What existing behavior do you want changed?
It would be better if the embargo was also included in this menu :
