Feature Request/Idea: Adaptable login page text

Overview of the Feature Request
Possibility to change the text on the login page.

What kind of user is the feature intended for?
(Example users roles: API User, Curator, Depositor, Guest, Superuser, Sysadmin)

Superuser or Sysadmin to make the changes to the text.
Users (depositors) to benefit from clear text instructions on the login page.

What inspired the request?

The text on the login page is very generic and is not adapted to local/institutional workflows and procedures. E.g.:

• The link behind “more information about account creation.” points to the guides.dataverse.org pages. We would like it to point towards own documentation pages.
• If other login options are activated, the text is incomplete as it only mentions institutional account.
• Our legal department would want to add a short disclaimer

What existing behavior do you want changed?

The login page can currently only be chanced in File: bundle.properties but this is not the preferred way as changes in this file must be re-edited after every upgrade.

Start by reviewing the current login-page text in bundle.properties and the linked Google forum discussion. Define how a Superuser or Sysadmin would customize the text, including the account-creation link, enabled login options, and disclaimer, without editing files after upgrades. Done means the configured text is shown on the login page and persists across upgrades.
