File Downloader: Name of accounts with inherited permissions are not appearing on files permission page

Description
When an admin assigns the file downloader role on the permissions page for a dataset or dataverse, the user's name needs to appear in the tables on the files permissions page (currently is not).
Example: I've added Sonia as File Downloader to this dataset on the dataset permissions page, but she is not appearing in the files permission page.
