Overview of the Feature Request
I'd like file downloaders to be able to view the full Terms of Use (without scrolling) before they hit Accept.

What inspired the request?
I’d like it to show all five (5) paragraphs of the Data Use Agreement when downloading a file. Right now, it shows only half of the 1st paragraph and requires scrolling to read all five.
What existing behavior do you want changed?
Existing Terms of Use field only display first 4 or 5 lines of the Terms of Use. If I have 30 lines, I have to scroll. I'd prefer to see all 30 lines without scrolling.
Any brand new behavior do you want to add to Dataverse?
