Description

Overview of the Feature Request
In context of open licenses being the standard, but not always the only option in a Dataverse, it would be great to be able to indicate that certain licenses are preferred over another (e.g. an open license is preferred over a closed license, as is stated in the Horizon Europe program).

There is currently the option to set a default license, but that doesn't account for a situation where there are multiple preferred options. E.g. our university doesn't wish to select a default license, as users need to consciously choose one to prevent accountability issues, but would like to point researchers to the use of an open license such as CC0, CC-BY, or CC-BY-SA.
The idea is to add between brackets "preferred" behind the options that are preferred by the installation.

The need to publish data as open as possible, including a license that is as open as possible under the Horizon Europe guidelines.
