Feature Request: Add multiple 'preferred' license options in the license selector

Overview of the Feature Request
In context of open licenses being the standard, but not always the only option in a Dataverse, it would be great to be able to indicate that certain licenses are preferred over another (e.g. an open license is preferred over a closed license, as is stated in the Horizon Europe program).

There is currently the option to set a default license, but that doesn't account for a situation where there are multiple preferred options. E.g. our university doesn't wish to select a default license, as users need to consciously choose one to prevent accountability issues, but would like to point researchers to the use of an open license such as CC0, CC-BY, or CC-BY-SA.
The idea is to add between brackets "preferred" behind the options that are preferred by the installation.

The need to publish data as open as possible, including a license that is as open as possible under the Horizon Europe guidelines.

Yes, we would like to explore doing the pull request for this ourselves at KU Leuven.

Start by locating the depositor-facing license selector and the existing default-license configuration. Trace how available licenses are configured and rendered, then review the related issue #1753 for context. Done means installations can mark multiple configured options as preferred, with “(preferred)” shown to depositors but not visitors or downloaders.
