Description

Overview of the Feature Request
Allow a configuration setting to toggle the "Link Dataset" functionality on or off.

What kind of user is the feature intended for?
(Example users roles: API User, Curator, Depositor, Guest, Superuser, Sysadmin)
Any user that has "Edit Dataset" Permissions.

What inspired the request?
ADA does not want the "Link Dataset" functionality to be used so would like an API call/config setting to be able to toggle that functionality off (ie. if "Link Dataset" = off, do not show the "Link Dataset" button. Could be an installation-wide setting, or a per-dataset setting.

What existing behavior do you want changed?
Would like to easily remove the "Link Dataset" button from datasets.

Any brand new behavior do you want to add to Dataverse?
No, other than the ability to disable this functionality.

Any open or closed issues related to this feature request?
