Description
Proposal: allow a predefined set of dataset badges for user selection at time of dataset publication, like we do with licenses. Perhaps https://www.cos.io/initiatives/badges might make a good starter pack, but allow administrators to add / edit / delete via API. Related to #9943 and internal ticket #361338.
@pdurbin wonders how an installation would vet who should be allowed to assign which badges, but at present anyone can add an inline image via dataset metadata.

Research direction
Start by reviewing related issue #9943 and the linked internal ticket. Clarify the predefined badge set, publication-time selection, administrator API operations, and permissions or vetting expectations before identifying implementation entry points. Done means the proposal has an agreed scope and acceptance criteria for badge management and assignment.
