Add request access to file use case to the SPA.

What kind of user is the feature intended for?

Users that do not own the file and want to access it

What inspired the request?

  • #139 The RequestAccessButton was added to the Files Actions but it wasn't connected to any use case since write actions were out of the scope of that issue

What existing behavior do you want changed?

None

Any brand new behavior do you want to add to Dataverse?

Add Request Access use case to the File Actions in the Files Table
