Description

Currently in the SPA, file downloads are implemented by calling the API directly with a downloadURL. This doesn't work with bearer token authentication, so we need to create a use case for file download that can be called from the SPA.

Research direction

Start by tracing the SPA's current file-download path from the downloadURL call and identify the existing use-case structure. Define what the new file-download use case must expose for bearer-token authentication, then verify that the SPA can use it to download files successfully.
