sefran3 should use PNG metadata for display

Description
Presently the Sefran3 images are displayed using VALUE_SPEED and PPI values in corresponding SEFRAN3.conf for time scale, and channel names from SEFRAN3_Channels.conf. When the configuration is changed, previous images might be graphically shrinked or expanded since they will use the new values of speed/resolution, and channel names may not fit.
However, the speed and image resolution values are stored in the PNG image metadata, as sefran3:speed: and sefran3:ppi:, and channel names are stored in sefran3:streams.
The script sefran3.pl should use them in order to adjust display correctly for any former configuration.
