Description
Unless I missed something, the Protégé plugin version of Whelk is currently not available on Maven Central, it is only distributed as an artefact on the [GitHub release page](https://github.com/INCATools/whelk/releases/tag/v1.2.1).
Having the plugin on Maven Central would allow it to be bundled with the default distribution of Protégé, alongside the reasoners that are already there (such as Elk and HermiT).

The issue identifies the v1.2.1 GitHub release page as the current distribution point for the Protégé plugin. Start by reviewing that artifact and the repository's current release process; done means the plugin is published on Maven Central and can be included in Protégé's default distribution.
