Unify the versions of all actions and updating them to latest

We should probably do a quick pass unifying all the actions we are using to the same version numbers.. and the most up to date while we are at it.

actions/setup-python@v4.3.0 - others are on v6.2.0.. worth updating?

Locate the repository's GitHub Actions workflow files and inventory the action versions, starting with the setup-python@v4.3.0 example. Compare the versions currently in use with their latest compatible releases and update the workflows so the actions use consistent, current versions; done means all action references have been reviewed and the workflows still pass.
