Description
Migrated for the discontinued Topics of Interest page:
SDC CONSUMER may send the next request after the PROVIDER responded to the previous request. However, the SDC PROVIDER may not be able to deal with the next request and needs the SDC CONSUMER to wait. How should the PROVIDER announce this?
