Adaptivity of Community version

**Describe the bug**
Community version of label-studio has no adaptivity on small screen.

**To Reproduce**
Steps to reproduce the behavior:
1. Go to 'start screen'
2. Change the browser tab width to the minimum.
3. See error

**Expected behavior**
Buttons 'Create Project' and 'Invite People' should change size and position from horizontal to vertical.
The block with projects should be located at the bottom of the block 'Resources'

- OS: Windows 10, Browser: Yandex 25.10.3.1021 (64-bit) (on Chrome core)
- Label Studio Version v.1.21.0
