Cannot create list object alongside text object

As you can see in the following screenshot, the text renders but not the list:

Weirdly, if I remove the text object the list does render:

Is this expected? My goal is to render a raw text instruction, and then a variable-length list of requirements for that instruction. The user should then be able to score each requirement out of 5 along the dimensions (atomicity, relevance.)
