Ability to sort regions by start time on video timeline

Our annotators are frustrated that for transcription tasks the regions view is listed in order of creation. So if you have pre-predictions and add an annotation it ends up at the end of the list instead of inline with the rest. This makes it incredibly confusing to annotate and error prone.

**Describe the solution you'd like**
In a drop down to sort the regions by their "start time" so that they are in-order.

Encord does this as does other platforms
