how to perform secondary anno based on pre-annotation by "Label Tasks As Displayed"?

**can anyone help me with image object detction bbox annotation issue? dont know how to perform secondary anno based on pre-annotations.
i specific my pre-annotations and import data through json format as official doc says:**

**but when i start labeling with "Label Tasks As Displayed", it syas "No More Tasks Left in Queue":**

**i mean actually i already have partial annotations, and now i want to adjust some bboxes, just correct them
is there any option to set the pre-annos to be incomplete?**
