Relation shortcut doesn't work

**Describe the bug**
After creating a new text entity region, I am not able to use the ALT+R shortcut to create a relation to another region. The button works perfectly fine, but the shortcut doesn't activate the ability to click the 2nd region

**To Reproduce**
Steps to reproduce the behavior:
1. Create two new regions of text
2. Press ALT+R
3. ????
4. No profit

**Expected behavior**
I would expect ALT+R after selecting a region to create the + shaped cursor, similar to pressing the link icon that would allow me to link the selected region to another region.

**Environment (please complete the following information):**
- Host machine OS: Ubuntu 20.04
- OS and Browsers that we have used to connect to the instance: Windows + Chrome, MacOS + Safari
- Label Studio Version: 1.7.3 and 1.7.2
