User-based filters instead of one general filter per project

At the moment there's one filter for the project so if a user changes the filter all the rest got affected by it, which is very strange and unexpected design

If user A changes project filter, it should be applied to only his search and other users shouldn't be affected

**Describe alternatives you've considered**
If there's a small set of users it's possible to use a separate tab for each one of them, but still it is not intuitive and won't scale
