Shortcut key set-up without server restart

hi, I'm using open source label studio

one of my team member wants to update shortcut
therefore, I tried to update the environment variable as guided here (https://labelstud.io/guide/labeling.html#Customize-hotkeys)
but It seems shortcuts are not updated without restarting the server

the second method guided here (https://github.com/heartexlabs/label-studio-frontend/tree/master/src/core/settings)
using keymap.json
I can't find where shoud I locate that json file
and whether this make changes to shortcuts without restarting servers.

Are there any features with which Users can change shortcuts easily? (on webpage UI)
or Is it provided with team version?
