**Describe the bug**
In the settings, there is a possibility to change the location of the list of labels in the UI.
However, it seems that only "top" can be selected. This has a usability impact when dealing with large document.
**To Reproduce**
Steps to reproduce the behavior:
1. Go to "Labeling Interface" in "Settings"
2. Click on "Display Labels" scroll down
3. Select "right"
**Expected behavior**
Ability to move the list of labels for display

- OS: Unix
- Label Studio Version 1.1.0
