Description

Aim is to not send unnecessary messages. Has implications for optimization behavior!
Should the message just be skipped?
Should `Individual`s that were sent everywhere already not be selectable anymore?
If it sends an alternative message, should there be some kind of quality cut off to not send any message afterall?
