Rework Ninjutsu Scroll

Current effect:

Your Special can deal up to 6 additional blows, dealing 130 damage each, in a radius around your target enemy.
Starting at 50%, each extra blow is 50% less likely to happen as the previous.
```

This effect is too familiar to the original effect:
```
Your Special has a 30% chance of dealing an additional 3 blows, dealing 150 damage each, in a radius around your target enemy.
```

Except it is better when scaling luck or having RABBITLUCK.
