Rework Ruby Circlet

Right now, the effect is:
```
You deal 45% more damage.
When you take damage, permanently reduce this value by 9% (minimum 0%).
```

But this is very similar to vanilla Amethyst Bracelet:
```
Deal 30% more damage. Breaks if you take damage 3 times.
```

The difference is that Transfigured Ruby Circlet is stronger and more forgiving. Also, why is this the effect of Transfigured Ruby Circlet and not Transfigured Amethyst Bracelet? I'll leave it as is for now, but this effect needs to be changed.

Ideas:
