HXCPP_CONFIG seemingly has no effect

While trying to cross compile I was directed towards ``HXCPP_CONFIG``. In the verbose logs, I notice that it never actually loads the config but it does print out the name. The same config in ``~/.hxcpp_config`` works perfectly fine.
