Error: haxelib Repository /usr/lib/haxe/lib does not exist.

I installed `Haxe Compiler 3.3.0 - (C)2005-2016 Haxe Foundation` rc1 on OSX el capitan, and this issue started to popup again.

I thought it was fixed?

Reproduce the failure on OS X using the haxelib setup entry point, including the default repository path and the write-access prompt. Read the related haxelib issue #242 for prior context. Done means setup no longer selects or attempts to create an unusable default path for a normal user.
