Scrap trending repositories and developers on GitHub and dump them on CSV/JSON

### Describe the feature.

The script can be run on a stand-alone mode where the users and the projects are scrapped and can also be tuned to run in on a Cron Job using Python.

### Problem/Motivation.

This was suggested by @HarshCasper himself for GSSOC'22

### Possible Solution/Pitch.

This will help in finding the trending repositories, their users, and projects in one go. Just by running the scripts.
