Investigate and improve UI process for changing cluster region

Tyler Brougham encountered an issue when attempting to change the region of a cluster, receiving a client error: "Cannot delete all region plans from a cluster and add new region plan in the same update". To do this, you need to add the new region, save, remove the old region, and save again. We can guide the user better in the UI before they get API errors.
