[Create Cluster] Deleting the second region will also revert the first chosen region and latency

**Steps to reproduce:**

1. Login to Fabric UI
2. Go to an organization
3. Create new cluster
4. Complete the form and add 2 regions
5. Delete the second region

**Expected result:**

Second region is deleted. First region selection remains.

**Actual result:**

Second region is deleted. First region selection is reverted to default.
